Minimum Requirements

  • An appropriate 3 year National Diploma/B-Degree (equivalent or higher qualification)
  • A minimum of 3 years experience in middle management .
  • Knowledge of the following: Disaster Management Act (Act 57 of 2002) as amended
  • D isaster preparedness and response
  • W orking experience with the legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions
  • I nformation systems that aid in the management of knowledge and information pertaining to the line function
  • P roject management
  • O perational management practices
  • P rocurement and tendering processes
  • P olicy development, and operational management, monitoring and review processes
  • M odern systems of governance and administration
  • Pu blic service procedures, processes and systems
  • R egional and local political, economic and social affairs impacting on the provincial government of the Western Cape
  • C onstitutional, legal and institutional arrangements governing the South African public sector
  • P ublic finance, human resources and discourse management processes
  • F unctioning of the province and the activities of sister departments/related functional areas
  • P olicies of the government of the day
  • Labour Relations legislation and regulations. Skills in the following: Computer literacy in MS Office Package (Word, Excel, PowerPoint)
  • Communication skills (written and verbal)

  • Ability to work independently and as part of a team.

Responsibilities

  • Manage the Provincial Disaster Management Centre
  • Provide Support and assist the District and City of Cape Town Centres
  • Develop and maintain a provincial contingency plan (preparedness and response) and disaster management plans
  • Manage the disaster response operations
  • Manage the evaluation/ review/ development of disaster management contingency plans
  • Plan and manage the work of and account for the overall performance of the Sub-directorate
